PROMOTING INDUSTRIAL SYMBIOSIS, A CONCEPT FOR SUSTAINABLE REGIONAL DEVELOPMENT, ACROSS THE BALTIC SEA REGION
Industrial symbiosis means to connect companies in order to use one company’s waste as a resource for another company.
The project establishes peer-to-peer exchange for industrial symbiosis practitioners. It develops new business and finance models and sets up the BSR Industrial Symbiosis Council as a platform for dialogue and policy learning.
Accelerating Symbiotic Business Development:
Overall aims are to IDENTIFY new local and regional business development opportunities, CREATE NEW BUSINESS opportunities within the project period, and, BUILD CAPACITY among practitioners to enable them to better support businesses to take advantage of Industrial Symbiosis efforts – including as part of Smart Specialisation.
To IDENTIFY new local and regional business development opportunities the project will undertake a mapping of resource streams in partner regions. The mapping will identify a number of opportunities for adding value to under-utilised resources in partner regions – and thereby provide a starting point, and business case, for pursuing exploitation of these resources, including by demonstrated how one resource stream can be used in a Living Lab. Opportunities for benefitting more from existing public and semi-public infrastructures in propelling Industrial Symbiosis will also be mapped, including by working with utilities..
To CREATE NEW BUSINESS opportunities within the project period a number business matchmaking events will be organised.
To BUILD CAPACITY among Industrial Symbiosis practitioners the project will provide opportunity for Industrial Symbiosis (cluster) managers from to work 5 days in 3 other Industrial Symbiosis clusters. These visiting-host opportunities will provide Industrial Symbiosis cluster managers with a unique opportunity to learning on how colleagues in neighbouring countries actually and practically on a daily basis go about facilitating Industrial Symbiosis development.
Building Capacity to work with Industrial Symbiosis Developments
The aim is to build long-term capacity to design, manage and facilitate Industrial Symbiosis development efforts in partner regions and countries. This will, during and beyond the project period, benefit the partner regions implementing Industrial Symbiosis efforts, and it will support more regions and countries to pursue such efforts as part of their Smart Specialisation Strategies.
To set the stage, the partners will INVESTIGATE current Industrial Symbiosis designs and institutional set-ups, programmes and projects in partner regions and countries and assess current capacity and gaps – both within individual organisations and within regional and national contexts. There will be focus on coordination challenges, knowledge and capability gaps of diverse stakeholders that can play a key role in Industrial Symbiosis developments. Based on the identified gaps from other activities, partners will develop and deliver training programs to support the needs also of business level stakeholders where the relevance will be ensured via dialogue with primarily businesses affiliated with the project partners’ symbiosis networks/clusters, but also business level stakeholders identified via screening activities.
To build capacity among CURRENT Industrial Symbiosis cluster practitioners, managers and policy makers, the project will provide Executive Training Programs for Industrial Symbiosis Practitioners. The programme will be hosted by Project Partner Linköping University of Technology (LiU) whom in the Baltic Sea Region is a leading university on Master course development and delivery on Industrial Symbiosis.
Policies for Industrial Symbiosis Development
Overall the aims is to MAP CURRENT POLICIES supporting Industrial Symbiosis development at municipal, regional and national level, ESTABLISH A BSR INDUSTRIAL SYMBIOSIS COUNCIL and – through a BALTIC INDUSTRIAL SYMBIOSIS ROADSHOW – inspire more municipalities and regions from beyond the partnership to also pursue Industrial Symbiosis development as part of Smart Specialisation Strategies.
MAPPING CURRENT POLICIES will aim to set the stage for building policy capacity among local, regional and national authorities, agencies and other public organisations involved in developing and implementing Industrial Symbiosis (-type) policies and strategies. Current policy-based efforts to support Industrial Symbiosis (-type) development in partner regions and countries will be mapped and policy practices will be discussed – including the specific roles of respectively local, regional and national authorities.
The BSR INDUSTRIAL SYMBIOSIS COUNCIL will provide a platform for policy learning to build policy capacity in local, regional and national authorities, agencies and other public policy-focussed organisations supporting Industrial Symbiosis (-type) development. Project partners and a number of other key stakeholders from within and beyond the project partner regions and countries will participate in the Council.
The BALTIC INDUSTRIAL SYMBIOSIS ROADSHOW will inspire a number of municipalities and regions in Estonia, Latvia, Lithuania and Poland to also pursue Industrial Symbiosis development as part of Smart Specialisation Strategies. The Roadshow will present business cases, findings on training and education, and findings from policy learning and through these numerous examples inspire replication of Industrial Symbiosis cluster development in Estonia, Latvia, Lithuania and Poland.
